Juncker makes no decision on EU agencies: Winterstein said Jean-Claude Juncker has “no preconceived opinions” on the relocation of the European Medicines Agency and the European Banking Authority, which must leave London after Brexit. However, the Commission president said Thursday in his home country of Luxembourg that the grand duchy should get the EU banking agency. Why? Because of a 1965 agreement in the EU treaties that stipulates the EU financial institutions should be based in Luxembourg. You can watch Juncker’s speech here. Agenda next week: There’s a busy week ahead for the European Commission leading up to the European Council, with defense, tech, Brexit, migration and Turkey on the agenda. The summit is on Thursday and Friday. On Monday, Juncker meets French Prime Minister Edouard Philippe, he will chair the weekly College of Commissioners meeting on Wednesday and on the same day will meet leaders of the Visegrad Group (the Czech Republic, Poland, Slovakia and Hungary).
